Japan to provide Ukraine with $40 mln in energy equipment

Equipment for substations worth 5.135 billion Japanese yen will be transferred to Ukrenergo National Power Company as part of the Emergency Recovery Program, which is being implemented in accordance with the Grant Agreement between the Government of Ukraine and the Japan International Cooperation Agency.

What is the problem?

Since October 2022, Russia has conducted 33 largescale offensives on energy infrastructure sites, deploying over 1,000 drones and missiles.

"24 generation facilities, about half of the substations of the transmission system, and 43% of the main networks were damaged. In most cases, these hits were carried out several times," Deputy Minister of Energy Farid Safarov reported.

The enemy's goal was to leave Ukraine without heating, water, light, and communication during the winter.

According to him, at the end of the heating season, the Ukrainian energy system temporarily lost 44% of nuclear generation, 78% of thermal power plants capacities, 66% of hydroelectric power plants, 75% of wind generation, and about 20% of solar generation due to destruction.

" Ukrenergo was provided with assistance from international friends and partners during the challenging winter period and in addressing the effects of missile assaults.

And now, international partners are helping to systematically repair what was damaged by the Russians and prepare for the next heating season. A large package of long-term assistance to support the power system has been provided by the Japanese government," the company reported.

How does it work?

Equipment for substations worth 5.135 billion Japanese yen (about 40 million US dollars) will be purchased and transferred to Ukrenergo.

According to preliminary data, according to the procurement plan, the start of equipment deliveries is planned for the second half of 2023 and will last until 2025, depending on the terms of the equipment's manufacture.

"The purchase of equipment is already the second stage in Japan's assistance to the Ukrainian energy industry. At the first stage, Ukrenergo received more than 30 generators from JICA, which are an insurance mechanism for our substations in case of renewed massive shelling.

Under normal conditions, the substation receives electricity for its own needs from the Oblenergo network. However, communication with the network may be disrupted due to shelling. In this case, the generator provides power for its own needs until the energy companies restore the connection of the substation to the network," Ukrenergo emphasized.

It should be noted that the Grant Agreement for the total amount of 22.44 billion Japanese yen (about 170 million dollars) was signed by the Government of Ukraine and the Japan International Cooperation Agency in March 2023 to finance the Emergency Recovery Program of Ukraine.

These funds are directed, in particular, to the purchase of energy equipment, as well as support to the water supply and drainage sector.

JICA is a Japanese government agency that coordinates Japan's official assistance to other countries. The JICA regional office has been operating in Ukraine since 2017.
