Solutions to Ukraine: European Investment Bank starts insulation project to warm Ternopil schoolchildren

In Ternopil, the first thermal modernization project of an educational institution started, where the European Investment Bank (EIB) funds will be used.

This was announced on the website of the Delegation of the European Union to Ukraine.

What is the problem?

Due to the full-scale war waged by russia against Ukraine, the increase in the cost of energy carriers is an inevitable reality. It includes increased fees for heating, hot water supply, electricity, and other services.

Ukraine had the most challenging heating season of 2022-2023 in the country's history. During this season, russian troops carried out more than 1,200 missile and drone attacks on the most critical energy facilities, and 43% of the main networks were also damaged.

What is the solution?

In total, it was planned to insulate 23 kindergartens and 16 schools in Ternopil.

The project in Ternopil is a part of the current EIB loan agreement – "Municipal Infrastructure Development Program of Ukraine."

How does it work?

Preschool educational institution No. 32 will be the first modernized and insulated in Ternopil. Reconstruction started on April 3 and will continue until December 2023. The total estimate of the project is UAH 18 million.

After the modernization, the kindergarten will save 61% of its current energy consumption. Thanks to this, children will have more comfortable conditions for studying, and the city will reduce the costs of paying for communal services.

In 2023, work will begin in two more facilities. In total, a loan of 30.5 million euros was allocated for the thermal modernization of 36 communal educational institutions.

It is anticipated that the thermal modernization works will result in a yearly reduction of 300,000 kg of CO2 emissions and 140,000 cubic meters of gas consumption and an extension of the buildings' lifespan by 30 years.

About the project

"Municipal Infrastructure Development Programs of Ukraine" is a multi-sectoral investment program with a credit financing amount of EUR 400 million, implemented by the Ministry for Community Development, Territories and Infrastructure in cooperation with the Ministry of Finance of Ukraine.

As part of the program, 17 cities and utility companies throughout the country will modernize centralized heating systems, city lighting, water supply, sewerage, and solid waste management, as well as increase the energy efficiency of public buildings.
