China's peace plan blurs roles of aggressor and victim – Borrell

The High Representative for the EU Josep Borrell said China's proposals to end russia's war in Ukraine arent a "peace plan"

It is selective and blurs the role of aggressor and victim, Borrell says in his blog on EU's External Actions website.

"China introduced its 'position paper' on a political settlement. It is not really a peace plan and mostly reiterates well-known Chinese positions, some of which we share while important ones are missing. Of course, we will analyse it, but it is already clear that the key problem is that it does not really distinguish aggressor from the victim, putting the parties at an equal level.", the top diplomat said.

It is necessary to achieve peace based on the resolution of the UN General Assembly and the peace plan of President Volodymyr Zelensky.

"The russian war and tensions between China and the US are tearing at the fabric of what we often refer to as the "rules-based international order". But equally, a vast major of countries still look to the UN to provide solutions." Borrell added.

Ukraine has treated the proposal with caution, insisting that all occupied land should be freed.

Meanwhile, European Commission President Ursula von der Leyen expressed her reservations about China's stated neutral stance. The European Commission dismissed the Chinese plan as a "political initiative" that applies a biased interpretation of international law and implicitly justifies russia's aggression.
