UN votes for Ukraine's "peace formula"
The UN General Assembly overwhelmingly approved the draft resolution, which incorporates the key provisions of the "peace formula" proposed by Ukraine last fall, a ten-point plan designed to end russia's full-scale war.
At the emergency session of the General Assembly on Thursday, 141 UN member states voted for the resolution, while another 39 abstained during the vote. Seven countries opposed:
- belarus,
- North Korea,
- Eritrea,
- Mali,
- Nicaragua,
- russia,
- Syria.
The document contains a demand for the russian federation to "immediately, completely and unconditionally withdraw all its armed forces from the territory of Ukraine within its internationally recognized borders."
There's also a call for proper treatment of war prisoners, full compliance with international humanitarian law, "immediate cessation of attacks on critical infrastructure of Ukraine."
The need to "ensure responsibility for the most serious crimes under international law committed on the territory of Ukraine by conducting proper, fair and independent investigations and prosecutions at the national or international level" is separately mentioned.
The resolution also calls on UN members to cooperate to overcome the global consequences of russia's full-scale war against Ukraine and "underlines that measures to achieve a comprehensive, just and lasting peace in Ukraine must take these factors into account."
At the same time, the UN General Assembly rejected two amendments by belarus, which were intended to "blur" the resolution. The first was about condemning the statements of foreign leaders regarding the "Minsk Agreements," and the other – a call to stop providing military aid to Ukraine.
During speech at the G20 summit in the fall of 2022, the President of Ukraine Volodymyr Zelensky presented a 10-point peace plan that covers such issues as security, including food and energy, as well as the withdrawal of russian troops from Ukrainian territory.
Later, he was supported by, among others, the United States, the European Union and Turkey, and the Ukrainian side spoke of its intention to hold an event dedicated to the "peace formula" on the anniversary of the full-scale war.
In October 2022, the UN General Assembly, with 143 out of 193 votes, adopted a resolution condemning the illegal "referendums" russia held in the temporarily occupied territories of Donetsk, Luhansk, Zaporizhzhia and Kherson regions of Ukraine.
