On December 14, Kosovo leaders signed the application document and called the moment "historic." Kosovo is the last country in the Western Balkan region to apply for candidate status. However, unlike other countries in the region, the Kosovo case is specific because it is claimed by a country that is not recognized by five EU countries. These states are Spain, Cyprus, Greece, Slovakia, and Romania. Serbia with anger responded to Kosovo's intention to apply for EU, and officials said they would ask five EU countries that did not recognize Kosovo, as well as Hungary, to block the initiative in Brussels. At the same time, the EU has reached a prior agreement on the introduction of no-visa regime with Kosovo.
