Zelensky shared Ukraine's immediate needs and plans for Ukraine Fast Recovery Conference

President Volodymyr Zelensky announced that he has an agreement with French President Emmanuel Macron to hold a conference on the rapid reconstruction of Ukraine in early December.
He said this in an address to the 104th Congress of Mayors and Heads of Municipalities of France.
"Just yesterday, I spoke with Mr. President Emmanuel Macron about what we can do together to defend against this russian tactic. We have clear agreements. In particular, to hold a conference at the beginning of December on the rapid reconstruction of Ukraine already now — in accordance with our Ukraine Fast Recovery Plan," Zelensky said.
He invited the participants of the Congress of Mayors and Heads of Municipalities of France to join the conference and related efforts.
"I invite you also to contact the Embassy of Ukraine in France to find out what other help lines exist," the President added.
In addition, he urged those present to "be very specific."
"Specific help. And to support the protection against the terror of our cities and communities. Together we can definitely do it," Zelensky is convinced.
Zelensky also reminded that russian terror destroyed almost half of Ukraine's energy infrastructure, and the kremlin has set itself the task of continuing to attack energy facilities.
"Now, before winter, we are faced with one of the biggest threats during a full-scale war. russian missile terror destroyed almost half of our energy infrastructure. And we know that the kremlin has set the task of continuing to hit energy facilities to turn the cold of winter into a weapon of mass destruction," Zelensky said.
He emphasized that with such actions, russia wants to do to the entire territory of Ukraine what it is doing to the occupied cities and villages — to destroy life.
"To get through this winter and prevent russia from turning the cold into a tool of terror and subjugation, we need many things — from generators of various capacities to Starlinks." For us, this is not just a matter of technology. For Ukraine, this is protection against terror," the head of state noted.
In addition, he said, Ukraine needs help with demining or equipment for firefighters and rescuers, for doctors, which is already provided at the level of French cities and municipalities, provision of generators and specific communication systems.
"When Ukraine asks for help in this war, it's not just about the clash of states, and it's not just about the fact that russia has come to take our land and our resources, which it wants to appropriate. This is a clash of two opposite attitudes towards people and life," the President emphasized.
According to him, "when russia comes to the city, there is nothing left of normal life."
"russia brings repression, abuse, takes not just property from people… There are thousands of examples, particularly of how the russian military simply shot residential buildings or cars on the roads. There are thousands of proofs that the mining and destruction of energy, medical, educational, and other infrastructure in Ukraine is a deliberate russian policy. They want Ukrainians to simply be unable to live on this land," Zelensky said.
He added that Ukraine is "grateful to everyone who supports us, our defense, finances, reconstruction. This is literally life-saving help."
