This is how the kremlin speaker commented on the decree of the President of Ukraine, Volodymyr Zelensky.

With this decree, the Head of the country implemented the decision of the National Security and Defense Council of Ukraine of September 30 on the impossibility of holding negotiations with the president of russia, vladimir putin.
