Ukraine to join Common Transit Procedure Convention

Ukraine has been invited to join the Convention on the Common Transit Procedure (NCTS), called "visa-free customs." The government expects that international implementation will begin at the end of 2022.

It was reported by the press service of the Ministry of Finance.

Along with this, Ukraine was invited to the Convention on simplification of formalities in trade in goods.

The decision was made based on the conclusions of the final Evaluation Mission of the General Directorate for Taxation and the Customs Union of the European Commission.

"Visa-free customs" will allow Ukrainian businesses to use the following simplifications:

  • one transit declaration and one guarantee for the goods movement among 36 countries (with EU countries and Great Britain, Turkey, Serbia, North Macedonia, Iceland, Norway, Liechtenstein, and Switzerland).
  • authorized enterprises will be able to send and receive goods at their enterprise without going to customs terminals;
  • Ukrainian financial guarantees will be valid in another 35 countries.

It is expected that Ukraine will be able to start the international NCTS implementation at the end of 2022. For this purpose, the parliament should pass draft law No. 7420, adopted in the first reading in June, draft laws on accession to the two conventions, and implement all relevant international procedures.

Minister of Finance Serhiy Marchenko emphasized that joining the Convention on the Common Transit Procedure and NCTS is a significant step for Ukraine's future EU membership.

Recently, Ukraine completed the international testing of the national NCTS, which confirmed the technical readiness to join the European Convention on the common transit procedure.

Ukraine has already almost fulfilled the five planned "visa-free" — energy, trade, and transport have already been implemented, and customs one must be implemented during the summer.
