Final declaration on Ukraine’s recovery was adopted at Lugano

The participants of the Ukraine Recovery Conference in Lugano (Switzerland) adopted the final declaration

It was reported by the press service of the Cabinet of Ministers of Ukraine.

As noted by the Cabinet of Ministers, the Ukrainian draft of the Recovery and Development Plan was recognized as the main framework document setting the direction of the recovery process.

Also, all participants of the conference supported the creation of a coordination platform for the recovery of Ukraine.

In this declaration, heads of state and government, ministers, and other representatives of Ukraine's allies pledged to support the country on its path to recovery.

The declaration also contains core principles that determine the criteria and methods of work for the post-war reconstruction of Ukraine.

Switzerland's president, Ignazio Cassis, who presented the document, explained its contents:

Partnership.

Ukraine will launch the recovery process and implement it with international partners. Progress and financial flows will be regularly monitored.

Focus on reforms.

"Recovery, sustainability and continuation, deepening and expansion of reforms are interrelated," Kassis noted.

Transparency, accountability, rule of law.

"The process that ensures an independent judicial system and the fight against corruption must include accountability," the Swiss president emphasized.

Democratic participation.

It means that recovery will not be centralized. It will be based on democratic participation, as well as on local communities and local decisions.

Involvement of many stakeholders.

According to Kassis, Ukraine's recovery process should facilitate the participation of national and international participants from business, civil society, academia, and local communities.

Gender equality and inclusiveness.

"The minorities should not be excluded, and the process should include everyone," Cassis emphasized.

Sustainable development.

As the Swiss president emphasized, recovery and reforms will not be limited to infrastructure and institutions.

They will also cover social, economic, and environmental aspects following the concept of restoration based on the principle of "better than before."

As reported by Rubryka, Prime Minister Denys Shmyhal said at the conference that the recovery plan of Ukraine was already estimated at 750 billion dollars.

Ukraine's recovery plan comprises three key stages:

• restoration "here and now" of what is critical for people's lives.
  "This work is already underway, and we are currently financing it with funds from the budget of Ukraine," the prime minister says.
• quick recovery
  "The number of destroyed objects, even basic infrastructure, is huge. Immediately after the end of hostilities and Ukraine's victory, thousands of reconstruction projects will need to be implemented," the prime minister explained.
• long-term transformation.
  It applies to all areas, starting from education and medicine, and ending with the green transition and the new military industry.

Also, during his online address to the conference, the President of Ukraine, Volodymyr Zelensky, spoke about his vision for the restoration of the destroyed regions.

As Rubryka reported, Zelensky also hinted to some members of the Ukrainian delegation at the Lugano conference about returning to Ukraine.
