As noted by the Cabinet of Ministers, the Ukrainian draft of the Recovery and Development Plan was recognized as the main framework document setting the direction of the recovery process.
Also, all participants of the conference supported the creation of a coordination platform for the recovery of Ukraine.
In this declaration, heads of state and government, ministers, and other representatives of Ukraine's allies pledged to support the country on its path to recovery.
The declaration also contains core principles that determine the criteria and methods of work for the post-war reconstruction of Ukraine.
Switzerland's president, Ignazio Cassis, who presented the document, explained its contents:

Ukraine will launch the recovery process and implement it with international partners. Progress and financial flows will be regularly monitored.
Focus on reforms.
"Recovery, sustainability and continuation, deepening and expansion of reforms are interrelated," Kassis noted.
Transparency, accountability, rule of law.
"The process that ensures an independent judicial system and the fight against corruption must include accountability," the Swiss president emphasized.
Democratic participation.
It means that recovery will not be centralized. It will be based on democratic participation, as well as on local communities and local decisions.
Involvement of many stakeholders.
According to Kassis, Ukraine's recovery process should facilitate the participation of national and international participants from business, civil society, academia, and local communities.
Gender equality and inclusiveness.
"The minorities should not be excluded, and the process should include everyone," Cassis emphasized.
Sustainable development.
As the Swiss president emphasized, recovery and reforms will not be limited to infrastructure and institutions.
They will also cover social, economic, and environmental aspects following the concept of restoration based on the principle of "better than before."
