russia planned to destroy Mariupol in advance, so it developed a plan to restore the city even during the hostilities.

It was announced by Mariupol's Mayor, Vadym Boychenko, according to the the city council's Telegram.

"We have all the facts to say that russia planned to destroy our city in advance. Everything Ukrainian Mariupol had. And now it cynically talks about a recovery plan that was ready long ago. It is a real planned genocide of civilians by the world's main exporter of terrorism. The international community has to assess these actions," the mayor said.

It is noted that now the russian federation is actively spreading information about the restoration of Mariupol. It had this plan before the occupation of the city. On March 24, when there was ongoing active fighting, information about reconstruction appeared.

"Such a technical document cannot be properly prepared in a short time. It takes months. It shows that it was developed even before the start of hostilities. Thus, the destruction of Mariupol and the mass murder of its inhabitants were a part of the moscow regime's plans," the city council stressed.

Today, Mariupol is without proper electricity, water, and gas supply. Since the beginning of the russian invasion, about 22,000 civilians have died in the city. More than 50,000 were deported to russia and the temporarily occupied territories of the Donetsk region.

Currently, more than 100,000 residents remain in the blocked city. Mariupol is threatened by an ecological disaster and an outbreak of infectious diseases.
