Reference

Cluster munitions are a means of destruction, weapons that contain dozens or hundreds of smaller weapons called submunitions. Spread over a specific area, they provide damage to a larger area. In the current war in Ukraine, russian forces have used cluster weapons and explosive weapons that are notorious for the unacceptable and often unlawful harm they inflict on civilians. The weapons are banned by most countries worldwide, resulting in significant civilian casualties when used in populated areas.

Human Rights Watch has already documented numerous strikes by russian forces in Ukraine's civilian areas. The orhanization emphasizes: "International humanitarian law (IHL) 's rule of distinction requires parties to a conflict to distinguish between civilians and combatants and between civilian objects and military objectives. The use of cluster munitions, at least where civilians may be present, violates this rule."
