"According to Canada, the russian military is behind this incident. russia's illegal invasion of Ukraine, its harmful cyber activities, and outrageous disinformation campaigns are unacceptable and must be stopped," Joly added.

The foreign minister stressed that Canada "shares valuable intelligence on cyber threats and provides valuable cyber assistance to Ukraine in an effort to strengthen its defense against russia's unjustified and illegal invasion."

"This incident draws attention to a sequence of destructive cyber actions that demonstrate contempt for the rules-based international order.

These actions also show russia's readiness to use its cyber capabilities irresponsibly," Joly said.
