This was announced by Chernihiv Mayor Vladyslav Atroshenko in an interview with Ukrainian Pravda.
"We have not had electricity for more than a week. And today we do not even have the opportunity to restore electricity. Even if it is done technically, it will be enough for an hour, or two.
It is not uncommon for the victims to lie on the sidewalk for hours during the bombing, because there is simply no electricity or communication in the city. Because you can't call and take the body to the morgue.
Too many people have lost their jobs. And they no longer have the opportunity to buy food. In addition, the range in stores has deteriorated significantly, there is virtually no supply to the city.
… It's not possible to store products. And people are forced to cook more food in extraordinary conditions. They just light fires on the street. This is extremely difficult due to constant shelling," the mayor said.
According to the mayor, more than half of the residents have already left the city.
"There are still people in need of care who have nowhere to go," Atroshenko said.
He noted that it is extremely difficult for the city authorities to cope with all the challenges in the city, as well as to take care of people who cannot get water or medicine.
According to the head, in recent days the number of shellings by Russian troops has increased significantly.
"The Russian army is deliberately shelling residential neighborhoods. These shellings are completely chaotic and aimed at intimidating people even more," he said.
"Hundreds of houses in the city have been destroyed. Dozens of cruise missiles have been fired at us," he explained.
Atroshenko also noted that the city needed a lot of spare parts, for example, for the operation of the water supply.
"These spare parts are running out, and volunteers can't help us with that. We need government help here. We need the government to resume supplies of vital parts for the city's functioning," he said.
The mayor of Chernihiv also said that a couple of times he received offers from the Russian military to hand over the city.
"We will not hand over Chernihiv to anyone. I want the whole of Ukraine to hear this," Atroshenko stressed.
