"Units of the Russian Federation are not able to fight in full. There is panic among the officers, who were abandoned by the top military and political leadership. The moral and psychological condition of soldiers does not contribute to the tasks.
And as a result, we have the state flags of Ukraine and two armored personnel carriers over our settlements of the Chernihiv region, which will now serve the benefit of the Ukrainian people, "the statement reads.
