"Ukroboronprom is ready to pay a premium of $1 million for a hijacked or trophy aircraft. The $500,000 program for a hijacked helicopter in operation is also ongoing," he said.
He later added that Russian pilots who are ready to participate in the program are guaranteed the issuance of Ukrainian citizenship.
