NSDC imposes sanctions on four companies: three of them Chinese

1. temporary restriction of a person's right to use and control property belonging to him; restriction of trade operations;
2. restriction, partial or complete cessation of transit of resources, flights, and transportation through the territory of Ukraine;
3. prevention of capital siphon-off outside Ukraine; a complete ban on transactions involving securities issued by persons subject to sanctions under the Law of Ukraine "On Sanctions";
4. refusals to issue and cancel visas to residents of foreign countries, the application of other bans on entry into the territory of Ukraine;
5. prohibition of a cluster of business entities.

According to Annex 2, the restrictive measures were also applied for three years to Skyrizon Aircraft Holdings Limited (British Virgin Islands), Hong Kong Skyrizon Holdings Limited (Hong Kong, PRC), Beijing Skyrizon Aviation Industry Investment Co., Ltd (Beijing, China) and Beijing Xinwei Technology Group Co., Ltd (Beijing, China).

The following was applied to the companies:

• blocking of assets, a temporary restriction of a person's right to use and control property belonging to him;
• restriction of trade operations;
• restriction, partial or complete cessation of transit of resources, flights, and transportation through the territory of Ukraine;
• prevention of capital siphon-off outside Ukraine;
• a complete ban on transactions of securities issued by persons subject to sanctions under the law on sanctions;
• prohibition to increase the authorized capital of companies, enterprises where a foreign resident, a foreign state, legal entity, a member of which is a non-resident or a foreign state, owns 10 percent or more of the authorized capital or influences the management of the legal entity or its activities;
• cancellation of official visits, meetings, negotiations on the conclusion of contracts or agreements;
• prohibition of a cluster of business entities.

On January 28, President Volodymyr Zelenskyi put into effect a decision by the National Security and Defense Council to apply personal special economic and other restrictive measures.

In January, the US Department of Commerce imposed sanctions on Chinese company Skyrizon Aircraft Holdings Limited, an investor in Ukraine's Motor Sich PJSC.

Wilbur Ross, the department's head said the United States wanted to warn exporters that Skyrizon had close ties to the Chinese military.

On August 6, the AMCU announced it would assess the sale of Motor Sich for compliance with competition law.

On September 4, Chinese investors of Motor Sich PJSC submitted a claim document to the Ministry of Justice – Notice of Investment Dispute on the intention to apply to international arbitration to recover losses of $3.5 billion from the state of Ukraine. The working group on pre-arbitration settlement also includes a representative of the AMCU.

In November last year, it became known that Chinese investors of Motor Sich had hired three law firms to sue Ukraine for $3.5 billion.
