Government approves concept of Ukraine's 5-year space program: what it involves
The Cabinet of Ministers approved the concept of the National Targeted Scientific and Technical Program of Ukraine for 2021-2025.
The proper order was adopted by the government at a meeting on January 13.
The concept proposes to solve the problems that arise in the domestic space industry by:
- introducing a modern mechanism of state regulation and self-regulation,
- creating and ensuring the development of the internal market of space technologies, information, and services,
- introducing advanced space technologies in the civil sector and civil technologies in the space industry.
In the meantime, the concept defines several ways to implement state interests in space. It, therefore, proposes to cooperate fully with the private sector of the economy and to stimulate and expand international cooperation. In particular, to carry out joint projects and developments within the framework of the European Union's Horizon-Europe program, in cooperation with the European Space Agency, NASA, and other leading space agencies.
As planned, as part of the program, Ukrainians will have access to the latest information technologies. Also, the use of space information will increase national security in the military, political, economic, social, environmental, scientific, technological, and information spheres.
Due to the implementation of the program, employees of the space industry will be provided with stable orders. The program will also help create 2,000 new high-tech jobs. Meanwhile, workers in agriculture, forestry, and other sectors of the economy will use space images, which will contribute to the rational use of land. In addition, within the framework of the program, Ukrainian youth will take part in implementing international scientific and educational space projects.
The program doesn't provide for the launch of space launch vehicles from the territory of Ukraine, and thus the draft programs will not harm the environment.
The estimated amount of funding for the program is about 30 billion hryvnias, including about 15 billion hryvnias from the state budget.
To implement this order, a draft law of Ukraine "On approval of the National Targeted Scientific Technical Program of Ukraine for 2021-2025" will be developed.
