National Intellectual Property Authority started working today
At the initiative of the Ministry of Economy, the Government adopted an order "On the National Intellectual Property Authority".

The order specifies that the state enterprise "Ukrainian Institute of Intellectual Property" will perform the functions of the National Intellectual Property Authority.
"Society, market, and the international community have long been waiting for a comprehensive reform of intellectual property. By approving this order, the Government is successfully completing the institutional component of intellectual property reform, which lasted over 4 years," Economy Minister Ihor Petrashko said.
The order creates a legal basis for the start of the National Intellectual Property Authority operating on October 14, which will serve as one window for issuing security documents for intellectual property rights.
It will perform the following functions:
- accepting applications for state registration of copyright and agreements relating to the author's right to a workpiece;
- accepting applications for registration of industrial property objects and their examination (inventions, utility models, industrial designs, trademarks, geographical indications, semiconductor products arrangement);
- issuing patents, certificates;
- training, certification, and registration of patent attorneys;
- ensuring the activity of collegial bodies (the Appeals Chamber, the Commission to agree on introducing the designation containing the official name of the state "Ukraine" in the trademark, the Certification, and Appeals Commissions);
- performing the functions of the International Searching Authority and the International Preliminary Examining Authority under the Agreement with the World Intellectual Property Organization.
Thus, on October 14, 2020, the state enterprise "Ukrainian Institute of Intellectual Property" (Ukrpatent) will start performing the functions of the National Intellectual Property Authority under the order of the Cabinet of Ministers.
According to this Law, the Ministry of Economy will continue to ensure the formation and implement state policy in the intellectual property field. Some functions (in particular, issuing patents, certificates) are transferred from the Ministry of Economy to Ukrpatent.
