Plenary session of the 22nd EU-Ukraine Summit took place in Brussels: what they signed

The plenary session of the 22nd European Union-Ukraine Summit took place in Brussels with the participation of President of Ukraine Volodymyr Zelenskyi, President of the European Council Charles Michel, and EU High Representative for Foreign Affairs and Security Policy Josep Borrell.

Representatives of the European Union praised the reforms in Ukraine, which are being implemented under the leadership of Volodymyr Zelenskyi and his team.

In particular, they discussed decentralization, reform of the Electoral Code, and banking reform.

The EU sees "additional potential" in the Association Agreement with the European Union and believes that it is necessary to mobilize more force of the associative part with Ukraine. They also stressed that the EU should encourage Ukraine to further change.

They discussed foreign policy challenges during the meeting.

President Volodymyr Zelenskyi raised the issue of disinformation challenges facing the European Union and Ukraine today.

The participants of the meeting reached a positive vision on the timing of introducing the Common Aviation Area between Ukraine and the EU.

They also discussed the implementation of digitalization projects in our country.

In addition, they discussed judicial and law enforcement reform implementation in Ukraine. The EU praised the efforts of our state in this direction.

Several bilateral documents were signed in Brussels on the sidelines of the 22nd EU-Ukraine Summit in the presence of Ukrainian President Volodymyr Zelenskyi and the European Council President Charles Michel.

Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine Olha Stefanishyna and Member of the European Commission for European Neighbourhood Policy and EU Enlargement Olivér Várhelyi signed an Agreement between the Government of Ukraine and the European Commission on financing the EU Program "Strong Regions." The document should help attract EU assistance to increase Ukraine's resilience, including, to hybrid threats and destabilizing situations, such as the COVID-19 pandemic, and increase Ukraine's peacebuilding capacity, with a total EU contribution of €30 million under the Agreement.

Olha Stefanishyna and Olivér Várhelyi also signed an Agreement between the Government of Ukraine and the European Commission on financing the "Civil Society Development Mechanism of Ukraine" event. The document aims to help the EU to strengthen democracy in Ukraine. The total EU contribution under the Agreement is €20 million.

In addition, Olha Stefanishyna and Olivér Várhelyi signed an Agreement between the Government of Ukraine and the European Commission on financing the event, "Climate Package for a Stable Economy: (CASE) in Ukraine."

The agreement provides for the development and implementation of policies and measures that effectively support the transition to climate-neutral, clean, resource-efficient, and secure energy supply and consumption; support for climate change mitigation by reducing emissions of greenhouse gases and ozone-depleting substances; stimulating the transition to a clean and circular economy. The total EU contribution under the Agreement is €10 million.

The Minister of Development of Communities and Territories of Ukraine Oleksii Chernyshov and the Vice President of the European Investment Bank Liliana Pavlova signed an Agreement between the Government of Ukraine and the European Investment Bank (EIB) on financing the Energy Efficiency of Public Buildings in Ukraine project. The purpose of the Agreement is to attract assistance from the European Investment Bank to finance measures aimed at improving the process of thermal modernization of public buildings in Ukraine. The total contribution of the EIB under the Agreement is €300 million.

Minister of Infrastructure of Ukraine Vladyslav Kryklii and Vice President of the European Investment Bank Liliana Pavlova signed a Guarantee Agreement between the Government of Ukraine and the European Investment Bank (EIB) "Logistics Network (Modernization and Digitization of Ukrposhta)."

The signing of the document will provide for the purchase of sorting equipment (automatic crossbelt sorting line with a capacity of 12 thousand units per hour, posisorter sorting line, two Oprisorter sorting lines, semi-automatic roller conveyors, gravity conveyors, IT servers and peripherals) and creation of three sorting objects (in particular, hub construction in Lviv) and 22 sorting depots in total (in particular, construction of depots in six cities), the introduction of automatic tracking of cargo movement. The total amount of funds for implementing the Project, according to EIB experts, is 30 million euros (excluding VAT).

Ihor Smilianskyi, General Director of Ukrposhta SC, and Liliana Pavlova, Vice President of the European Investment Bank, signed the Financial Agreement "Logistics Network (Modernization and Digitization of Ukrposhta)". Thanks to the loan, Ukrposhta is modernizing its logistics network by building three new sorting centers, 20 post offices, and the relevant IT infrastructure.
