Reznikov explained that the amnesty for the Donbas conflict participants would not be general

The Ukrainian government is developing a package of bills on the transition period, which will also include laws on transitional justice (amnesty). The amnesty will not be general.

Deputy Prime Minister for Reintegration Oleksii Reznikov announced about it on the air of Ukraine 24.

According to him, the amnesty will not cover murderers and traitors who committed war crimes and genocide against humanity.

"They should run away because they'll carry full punishment, not only under Ukrainian laws but also under all international conventions," Reznikov said. 

He added that governments around the world use amnesty all the time and we should not fear it.

"We are studying the 260 conflicts that have taken place on planet Earth. Each time the official government applies the amnesty except for war criminals, looters, mentally-ill, and so on," deputy prime minister stated. 

Amnesty is a full or partial release from criminal responsibility and punishment of a certain category of people guilty of crimes (replacement of a milder punishment). It's carried out by the head of state or the highest representative body of power.
